What does Boughton mean by eliminating 60 positions? Are people employed in these positions?

The News-Times did not say people would be fired. Here are excerpts from the article.
"The mayor said he also wants to eliminate about 10 percent of city employees to control expenses.
The job eliminations, which would be done through attrition, would not affect departments that provide emergency services, Boughton said. He added that early retirement packages could be offered.
He said officials will try to eliminate about 60 positions, to save some $750,000 annually."
